Founder and Vision 

Mark Hooley, a Chartered Geographer, IB Coordinator, Geography Specialist, and Co-Founder of Flyp Academy, founded GOER (Global Online Education Regulator) with a singular mission: to raise the quality, accountability, and consistency of online education globally. Drawing on his extensive experience in both traditional and digital classrooms, Mark saw the urgent need for a dedicated body to regulate and enhance online learning environments—ensuring that all students, regardless of location, receive a high-quality, ethical, and supportive educational experience.

As the sole founder of GOER, Mark is passionate about establishing clear, standardised processes for both learners and educators in virtual settings. His vision for GOER is built on the belief that the online education space must be held to the same rigorous standards as in-person learning. Through GOER’s accreditation framework, training modules, and transparent evaluation processes, Mark is creating a future where innovation in online learning is matched by accountability, trust, and global recognition.
